Apparently every state has a sister state, so that if you go to that sister state for college, you dont have to pay out of state tuition. Anybody have any idea what Indiana's is?

First of all, each state does not necessarily have to have "sister states" where each state's residents get in-state tuition at the other state's school. Reciprocal agreements are done on a purely voluntary basis. When this sort of thing is done, it will most likely be done with a bordering state. So, I'd check Illinois, Kentucky, Michigan, and Ohio.
