Does a resident from Indiana pay double for college in Kentucky

Does a resident from Indiana pay double for college in Kentucky?
Lets say you're from Jeffersonville, IN, and you want to go to school in Louisville, KY, will you have to pay double? Cause my step dad believes that the word Kentuckiana is linking the state together, and that if someone from around Jeff, and Clark go to school in Ken, then they won't have to pay double? Are there any truth to this? My mom and I told him no, and also explained that just because we're living right by the bridge doesn't mean we're one establishment.

Well in most states this is correct- BUT in your case, you DO qualify for in state Kentucky tuition, you just have to fill out the right forms IF you go to a Louisville school such as Spaulding, UofL, or JCC (NOT to say UK). KY and IN have reciprocity for bordering counties so many students from louisville travel to Indiana to go to IUSE and also get that tuition discount. So, if you want to go to KY- go for it! Even though this is out of date, it still applies- http://cpe.ky.gov/NR/rdonlyres/6980D718-B5CA-467A-BDA6-9CE9CDEE8EC4/0/6_ReciprocityAgreements_REV.pdf
